Description of Issue:

This Unicode Technical Standard will be updated for Unicode 17.0. A proposed update is available for general public review and comment.

A new section documents considerations for choosing certain identifier types. The section about IDN Security Profiles for Identifiers has been expanded with a discussion of a security profile developed by IETF and ICANN for international domain names. References to data files have been updated to reflect new locations.
